Errrm, I hear warning bells ringing. "Having 'const' back" implies 
that it will no longer do what it used to and that legacy software 
will have to be changed when it needs maintenance. If that is the 
case there needs to be a BIG BOLD warning somewhere whenever the 
'const' keyword is encountered.
