[Icc-430] NoICE update

The new NoICE update (8.7.1.2001) is working fine, but be sure you 
copy the MSP430.dll file from the ICC bin directory over to the NoICE 
one and let it update the firmware in the MSP0439UIF pod, or else 
things work "funny".

Is there a mailing list to announce NoICE updates?  I couldn't find 
one on their web page.
